Divide the beef and pepper mixture evenly among the prepared baking dishes.
Sprinkle the Parmesan cheese over the filling, then top generously with the shredded mozzarella.
Step 6: Bake
Bake for 12–15 minutes, or until the cheese is melted and bubbling.
For a golden, slightly crispy top, broil for 2–3 minutes at the end of baking.
Step 7: Garnish and Serve
Remove from the oven and let cool for 5 minutes.
Sprinkle with chopped parsley and serve hot.
